STINNES ANTAGONISTIC.

INDUSTRY NOT A. and N-.Z. BEELIN. Dec. 12.

Herr Hugo Stinnes, principal mouthpiece of the Deutsche Allgemeine Zeitung, severely criticises the Government for failing to consult leading industrialists before sending the reparation proposals to London. The proposals, it states, were not acceptable, and are likely to leave the final solution thornier than ever. The Government could have had the help of industry for the asking, and industry would have striven to offer something definite and concrete to the creditor nations in order to bring finality to the protracted negotiations of the conferences.

THE HAND OF RUSSIA.

ENCOURAGING RESISTANCE. Eeuter. *> ARIS - ">"• 12 ; The Berlin correspondent of Lo Journal says that there is reason to believe that M." Tchicherin, Russian Soviet Foreign Commissary, in conversations with members of the German Cabinet, urged passive • resistance to the French reparation claims, with the object of using FrancoBritish tension for tho benefit of Germany in regard to reparations and to Bussia in regard to her claims* in the Near East.
