The Secretary of the Treasury, Mr. A. W. Mellon, declaring th« seizure was a blunder. All the liquor belonging to the Emerald will also be returned intact. It is understood that the American Government will aend an apology. *

It was reported last week that the British Government had protested to the State Department against the seizure of the British schooner Emerald, eight miles from the American coast. The United States prohibition authorities alleg,ed that the Emerald was engaged in smuggling liquor.
