BREWING NEW MISCHIEF.

W>^ oN oct - 13 - Reliable advices received in London state that the Russian Soviet Government is feverishly brewing a European turmoil, especially in Germany, whither Communist' apents are constantly proceeding through Petrograd and the Baltic States. The flow of agents has recently been as« suming alarming proportions, giving rise to apprehension of an impending Communist outbreak in Germany. Soviet agents are intriguing double-facedly among the Baltic populace, especially around the Vilna question. Negotiations are proceeding between Russia and Lithuania in connection with a military convention.
