AMERICAN CO-OPERATION. ADVOCACY BY BANKERS. Australian and N.Z. Cable Association. (Recd.< 7.15 p.m.) NEW YORK, Oct. B. The Convention of the American Bankers' Association adopted a report by the Resolutions Committee of the Association, which stated : "We believe the time has come for the American Government, to formulate principles upon which it will oe enabled to co-cperate with other nations to bring about the needed rehabilitation of European countries and world peace." The report urged the President, Mr. V. G. Harding, to ensure that the United States will officially participate in the Reparations Commission, while Congress i» asked to give the American Debt Re-funding Commission greater powers to re-fund Allied debts.

The Treasury Department indicated tha4> the Administration disapproves of the suggestions made at the convention, that part of the Allied debts could be cancelled.
