M. CLEMENCEAU'S TOUR.
HIS APPEAL TO AMERICA. AID IN PEACE AS IN WAR. A. and N.Z. PAKIS, Sept. 15. M. Clemenceau, in a statement Regarding his forthcoming tour of the United States, said he would feel bound, in justice to Britain, to devote a large part of his speeches to what that powerful ally had accomplished for humanity. He would refrain from comment on M. Poincaro's reparation policy and would say nothing about Allied debts. The main object of his speeches would be to show Americans that they were wrong in not supporting the Allies in peace as in war.
