SAFEGUARDING OF WORKERS. BILL TO RESTRICT HOURS. Renter. CAPETOWN, Sept. 15. A Bill was introduced into the House of Assembly to-day by Mr. Innes to amend the Mines Act. The principal amendments define the respective functions of the Central and Local Governments, contain modifications of the definition of a mine so as to include ex-, cavations for minerals regardless of depth, raises the minimum age of children employed in mines from 12 to 13 years, prohibits the presence or employment of children underground, restricts the hours of labour to 60 hours per week above ground, and 54 hours for below ground workers, and prescribes a weekly day of rest. Penalties are also increased for disobedience of orders resulting in death or serious injury to workers. The Bill, he said, was a difficult and contentious measure, but followed international obligations.
