PAYMENTS TO BELGIUM.
ATTITUDE OF GERMANY.
DEMAND NOT EXPECTED.
SETTLEMENT PREDICTED. By Teleeraph—Press Association—Copyright. (Received 5.40 p.m.) A. and N.Z. PARIS, Sept. 14. Germany did not expect Belgium to press for £5,000 000, and will probably declare that she cannot deposit the gold, the Government advancing tho argument that the Reichsbank cannot surrender gold. On the other hand an instalment of 28,400,000 marks is due on September 16 as compensation. Possibly Germany will cover this payment in order to prove her goodwill, in view of the renewed negotiations' with Belgium. Certain circles 6ay that Germany will pay fully.
M. Marcel Hutin, the French publicist, says in the Echo de Paris that the new and direct negotiations between Brussels and Berlin will open the way to agreement within a few days.
FRANCE REACHES DECISION PREMIER FREE TO ACT. Renter. PARIS. Sept. 14. The Council of Ministers gave M. Poincare a free hand with the reparations, approving his secret instructions to M.' Dubois. It is understood that these include a demand that the Reparations Commission should proclaim Germany's voluntary default to the Council.
