Heriot, formerly French Minister for Transport, will interview M. Tchitcheriu and M. Litvinoff on September 9, at Baden. f/The Russians, states the correspondent, intend semi officially to make now offers for guarantees in place of those tubmitted at Genoa a.nd The Hague. Widespread interest is being taken in the prospective meeting. M. Heriot is one of the Radical Socialist leaders. Ho is the originator of the Lyons Fair, and is one of France's ablest, business organisers. He intends later to go to Russia. Tho French Government announces that his mission is in nowise .official. Tho Temps, commenting on M. Heriot's mission, says: "At a time when the Entente is cooling, tho resumption of relations between tho great democracies of Russia and France will be a step toward a ireati• with Germany, the other great European democracy. Between the three they could prevent all future conflict."
