[BY TELEGBAPH. —PEESS ASSOCIATION.] WELLINGTON, Thursday. According to a cablegram from London, tho " mystery of New Zealand's non-repre-sentation at Genoa is deepening." The message further states that Sir Francis Bell had announced ho would not attend unless the conference was adjourned and was subsequently reconstituted. " Thero is no mystery about Now Zealand's representation at tho conference, declared the Prime Minister when the cablegram was referred to him. It had been arranged, ho said, that Now Zealand should bo represented by tho Imj>erial delegation. Sir Francis Bell was proceedine to England in connection with other matters, and was to attend tho proceedings if convenient. The presence of the, High Commissioner was required in London on account of New Zealand s loan "•ejjotiationfc then going on.
