Krassin, Russian Foreign Trade Commissioner, interviewed at Genoa, said the. Bolsheviks had been approached by the Anglo-Belgian and Halo-German groups on the subject of oil concessions in Russia. No decision had been reached. The Bolsheviks were against monopolies. They desired all the great European Powers to participate, and also the United States, on condition that part of the oilfields be reserved for Russia. He realised that foreign assistance- was indispensable for their exploitation. ' i
