SCHEDULE. The object or purport, or tho said By-law ia as follows: — Part I. repeals fell By-laws heretofor made by the said Council, except tho By laws made jointly by tho Council and th Otahuhu Domain Board, Part 11. contains tho general interpretatioi Clause. Provides for the issue of license* and. also provides a pena.ty of not exceedini .£2O for any breach of any of tho By-laws and £5 a. day for any continuing hreacl thereof. Pa!rt V.—ln respect of Streets and Street Traffic: Regulates tho erection, construction, and maintenance of porticos, verandahs, awnings, and other projections, erection ol flag signs, signboards or othi/r .similar things, encroachment or overhanging of trees or shrubs, fixing names of streets on buildings, construction of drains under footways, construction and repair of crossing* over footways, deposit of building and other material, erection and . maintenance of buitdora' hoardings, scaffolding, ladders, etc.; wandering, depasturing, and driving of cattle, riding of bicycles, driving of vehicles, fixing the speed for motor-cars within the Borough, loitering of persons, assembly of persons, street cries, boil-ringing, spitting, and other similar things, and. fixes sundry fees and charges to be paid in respect of such matters, and prohibits, tho driving of cattle during certain hours along certain streets in the Borough. Part VI.In respect of Sanitation and other Nuisances: Regulates tho ueo of pan closets, the disposal and co»rria{jo of nightsoil. refuse and manure, construction oi manure pits, tho maintenance and repair ol backyards, keeping of swine and poultry', and tho construction .of pigsties and fowlhouses and fowl runs, inspection of premises, provides that tho owner of premises shall conform to By-laws, and prohibits the burial of animals in the Borough, tho pollution of watercourses, and tho creation of nuisances, and fixes sundry fees to be paid in connection therewith. Part VII—In respect of Drainage: Provides for tho drainage of property within the drainage area, the licensing of ,dram connectors and plumbers, tho inspection of any houso or property connected 'With the sewer, regulates the construct on, repair, removal, and alteration of drains, water closets, urinals, and other sanitary fittings, and tho works to be' executed by licensed drain connectors and licensed plumbers respectively, and fixes sundry foes and charges to bo paid in respect of such matters. Part VIII.— respect of • Public Health and Conven'ence: Regulates the sale of milk, and food, forbids the discharge of offensivo matter from any premises into or upon any street, or waste or impure water standing or flowing from any premises into or upon any street, or the carrying on of noxious trades. . . Part IX.—Contains general provisions for the good rule and government of the Borough and prohibits persons from allowing cattle or horses from • being at large or grazing on any public place, and provides that horses when being driven shall be securely harnessed. Part X.—ln respect of waterworks: Determines the ordinary and extraordinary supplies, provides for licensing plumbers, regulates the laving and repair of pipes, use and repair of fittings, supply and use of water, the uso of meters and the testing and removal thereof, forbids damage being done to liny part of the waterworks, waste of water, mi nation of the water, and fixes sundry rates, \ fees, and charges to bo paid in connection with such matters, and provides for the payment of a reward for certain information supplied. ' Part XL— respect of billiard and bagatelle rooms, shooting galleries, buildings for public meetings, and theatres and buildings, tents and enclosures used for the purpose of 1, circus or menagerie or other amusements: Regulates the licensing of such placos as (foresaid, the cancelling of. such licenses, ,ho use of such rooms, buildings and places 13 aforesaid, the hour of cloning thereof, and ■ho admission of persons thereto, and fixes ,ho fees to be paid for such licenses. Part XII.In respect of the cleaning of shimncys: Provides for tho cleaning and nspection of chimneys, and for a penalty or the breach thereof. Part XIII.In respect of hawkers and pedars: Provides for the licensing of such >ersons, tho fees to. bo paid for such license*, md the manner in which hawking and ledling shall be carried on. Part XIV.—In respect of common lodginglouses: Defines such houses, and provides or tho licensing and conducting thereof, the idmission of lodgers, and the accommodation o bo provided, the cleanliness of premises nd furniture, tho inspection thereof, and ixes the. license fees to be paid Part XV.—ln respect of vehicles: Prohibi's .ny person plying anv unlicensed vehicle for lire, and regulates the licensing thereof and ho drivers thereof, and regulates the inspecion, condition, and plying for hiro of •chicles, the conveyance of goods and pasengers, the fares to be paid for hire, and lie conduct of drivers, conductors, and mongers, and regulates tho conduct of notor-cars and motor-cycles in the Borough ,nd. the lights and bells or alarms to be arried thereon. Part XVI.—In respect of heavy traffic: defines heavy traffic and provides for the icensing of the same, and regulates tho vidth of.tvres for and conduct of such heavy raffic within the Borough, Part XVII.In respect of the cemetery: legulates the sale of burial rights, interiionts, erection of monuments, tombstones nd fences, and construction of vaults, and ixes sundry fees and charges to be paid in espect of such matters. Part XVIII.—In respect of dangerous :oods: Defines daugcrolls goods, and reguates the storage of same within the Borough, pecifios the class of building required for he storago of any quantity of any specified langerous goods, regulates the issue of icenses to store the same, and fixes sundry ees and charges to bo paid in respect of uch license.
