AMERICAN PROPOSALS. A. and N.Z. WASHINGTON, Feb. 19. Opposition to a tax on all sales to 'raise funds for the payment of bonuses to American soldiers is increasing. Owing to the unpopularity of the scheme the Republican leaders are suggesting several schemes as substitutes for the sales tax. Mr. Fitzgerald, a member of the House of Representatives, to-day devised a plan to increase the advantages of Government insurance for ex-soldiers, thus providing a compromise on the cash bonus proposal. Mr. Fitzgerald also advocates the issue of Treasury certificates bearing 4J per cent, interest, instead of 'ash bonus certificates, which would be letjred when the condition of the fwmtiy justified it,
