RENEWAL OF CIVIL WAR.

A message from Vladivostock officially reports that Red forces of the Far Eastern Republic, 10,000 strong, reoccupied KhabaroTsk, 400 miles north of Vladivostock, .on Monday, after two days' hard fighting. The White forces are retreating south. The Vladivostock Government is alarmed, and is discussing measures to cope with a threatening situation.
Tho Japane-io comnvmd has notified tho Whitos that it will be compelled to dis arm the defeated army in the event of it entering the Japanese zone, according to an agreement with the Chita Government. This notification is greatly intensifying anti Japanese sentiment hero. The approach of spring means the approach of a life or death struggle for tho last of the anti-Communists left on Russian soil.
Representatives of the Japanese Government and the Chita Government in conference at Dairen are attempting to reach a final agreement prior to the Genoa Conference, but a deadlock 'has been reached on three points, namely: Japan refuses to restore Nikolaievsk and wants the date for dismantling the Vladivostock forts left open; Japan is insisting on the immediate disarming of the Russian forces; Japan wants the Chita Government to recognise the continuance of the old fishery, treaties, which the Chita representatives want to refer to Moscow.
