MORE MEN RETURNING.

RESUMPTION OF MILLING. A. and N.Z. CAPETOWN. Feb. 16.

The industrial situation is somewhat brighter. The decision of the underground officials to resume is regarded as a serious blow to tho Miners' Federation. The number of men returning is increasing, and several mines have resumed milling, though the operations a,ro naturally restricted.

A mass meeting of 8000 miners passed a resolution to stand firm in the fight for a white South Africa.
