LONDON, Feb. 15, Consternation has been caused in Berlin by a report from Pan's that France lias concluded a provisional agreement with Russia whereby France recognises the Soviet Government which acknowledges tho Russian debt, lo France totalling 20,000 million gold francs (£833,000,000). Russia further concedes to France her rights under Clause 116 of the Versailles Treaty, receiving in compensation German reparation in kind amounting to 800 million gold francs (£33,000,000.)
The Lokal Anzeiger asserts (hat such an agreement would give France practically a world monopoly in the reconstruction of Russia, reducing Russia to a state of vassalage.
Ry article 116 of the Versailles Treaty the Allied and Associated Powers formally reserve the rights of Russia to obtain from Germany restitution and reparation based on the principles of tbo Versailles Treaty.
