By Telegraph—Press Association—Copyright. Router. CAPETOWN, Feb. 14. Tho strikers- are still trickling back in East Rand. On Monday over 100 returned, but work was hampered by the want of engine-drivers. The position otherwiso is unchanged. Men were prevented from returning to other mines, and the work in these is impeded by the want of engine-drivers. An international Socialist named Andrews has been arrested on a charge of inciting to violence.
