JAPANESE EMIGRATION.
DIVERSION TO BRAZIL APPROVAL OF GOVERNMENT. A. and N.Z. TOKIO, Dec. 13. The Prime Minister of Japan, Baron Takahashi, is quoted as saying that he favours sending Japanese emigrants to South America, where they will be welcomed rather than to the United States and Australia. In line with this policy the Government is planning to speed Japanese emigration to Brazil by an agreement between the Government and the Yokohama Specie Bank, which has an office in Rio de Janeiro. The bank will advance funds to Japanese emigrants.
