SUSPICIOUS ACTIVITIES. EXPLOSIVES AND CHEMICALS LONDON. Nov. 16. Competent observers who havo visited German military centres declare that, though Germany is disarming, she is also re-arming. Frenchmen trust tliat M. Briand will safeguard French interests, but frankly view tho Washington Conference from a Continental viewpoint. The press points out that, following on Mr. C. E. Hughes' speech, several German explosivo factories announced considerable increases of capital. Similarly the chemical industry is making great strides, recovering from tho effect of the explosion at Oppau. The Oppau works will bo in operation again by January.
