The death of Captain Millard, Nationalist member for Goulburn in the Legislative Assembly, has given rise to a curious position, as the new law provides that the successor of a deceased member shall be the nest highest candidate of the same party at the general election. Captain Millard and Mr. Justice James were the only National candidates at the last elections.
