«s» GENERAL WOOD'S REPORT. ADVERSE TO INDEPENDENCE (Received 11.10 p.m.) , Beuter. MANILA, July 25 % Major-General Leonard Wood and Mr. W. Cameron Forbes are making a preliminary report to the President on the Philippines. It is understood that the report foreshadows recommendations which are expected to include the retention of the Philippines, the continuance of autonomy with closer American supervision, a thorough clearing out of the Courts and inefficient; bureaux, the rehabilitation of finances, and the breaking up of peonage. Major-General Leonard Wood and Mr. W. Cameron Forbes, former GovernorGeneral of the Philippines, were recently requested by Mr. W. G. Harding to in vestigate on the quetion of independence for the Philippines.
