Dr. Radford, Bishop of Gonlburn, lecturing before the Empire Literature Society on the Pacific, urged the need for a standing Pacific conference of al] Pacific Powers, or if something more definite and solid was wanted a triple alliance of Britain, the United States, and Japan. Dealing with the problems of administration, Dr. Radford suggested ar islands federation, which would include th© three groups of islands in their present distinct relations to Australia, New Zealand and Britain, and yet would weld them into unity of principle and policy under a federal council on which the two daughter nations and the mother nation would all be represented, and ultimately doubtless the two daughter nations would be entrusted with the mother nation's share of the trust. The one indisputable need of the situation was a closer mutual understanding between New Zealand and Australia. The need : for closer unity oi action and counsel was imperative.
