A. and N.Z. LONDON, April 8. The House of Commons rejected a Proportional Representation Bill introduced privately. Mr. Lan Macpberson, Minister for Pensions, intimated that the Government was divided on the subject. The Bill involved so great a constitutional change that the Government could not undertake to facilitate the measure. Major Henderson (Unionist) said that the proportional representation had led to the extremes of personal bitterness in Australia.
