It is officially stated that it will be a fortnight before the ballot of the seamen on the strike question will be concluded, and a signed undertaking for the peaceful running of the steamers once they are recommissioned will not be forthcoming until the ballot is concluded.
The shipowners are insisting on the stewards and the seamen withdrawing all demands which go beyond the agreement that was entered into in September, 1919, and the requirements of the Navigation Act. Until the men agree to these terms the owners refuse to recommission the ships which are now lying idle.
