Harding, learns authoritatively that after holding conferences with leading politicians in the States, Mr. Harding is in favour of the formation of an association of nations, the basis of which would be a court to deal with questions of international law. The first step would ! consist in obtaining the consent of the i United States, Great Britain, France, j Japan, and Italy, the theory being that j the other nations would thereafter fall into line.
