It is understood that an agreement between the Russo-Asiatic Bank and the Chinese Department of Communications has been concluded for the continuation of the joint operation of the Chinese Eastern railway, the bank continuing to finance the railway. The agreement, which is provisional, recognises China's political control of the territorv traveled, provides for a board consisting of ten representatives and includes repayment of China's original investment with interest.
