ASSISTANCE FOR CHINA.
FOUR-POWER CONSORTIUM. MEETING IN AMERICA. A. and N.Z. NEW'YORK. Oct. 6. An initial meeting for the final organisation of an international consortium to aid China financially will be held here on Monday, representatives of the United States, Britain, Japan, and France attending. The American group comprises representatives of 37 banking houses. The conference will consider China's total requirements, currency reform, development of railways, and other forms of transportation.
EASTERN RAILWAY CONTROL
PACT WITH RUSSIAN BANK. A. a.nd N.Z. PEKING, Oct. 6!' It is understood that an agreement between the Russo-Asiatic Bank and the Chinese Department of Communications has been concluded for the continuation of the joint operation of the Chinese Eastern railway, the bank continuing to finance the railway. The agreement, which is provisional, recognises China's political control of the territorv traveled, provides for a board consisting of ten representatives and includes repayment of China's original investment with interest.
