ACTION AGAINST MEXICO
DECISION WITH PRESIDENT. CONSTITUTIONAL ISSUE. A. and N.Z. WASHINGTON. Dec. 6. Mr. Wilson has expressed grave concern regarding the proposals made by Mr A. B. Fall, in the ' Senate, to break off diplomatic relations with Mexico. The President points out that a Congressional resolution to such effect reverses the • constitutional practice, and will lead , to confusion in foreign affairs. ' Mr. H. C. Lodge, chairman of the Foreign Relations Committee, says that no further action will be taken by Congress in regard to Metho. 1 1 The question is now before the President for his decision.
