FINAL REVISIONS LY FOCH. A. and N.Z. PARIS, Oct. 20. Contrary to general anticipations, peace will not become operative immediately, and will not be signed until Marshal Foch has revised the operation of the various committees appointed to deal with matters connected with the Treaty.
