CONFEDERATION SUGGESTED CANADIAN UNION OPPOSED. By Telegraph Association— (Received 12.30 a.m.) A. and N.Z. NEW YORK. Oct. 18. The Kingston correspondent of the New York Times states that a confederation of the West Indian islands is seriously discussed. This is considered as preferable to federation with Canada or annexation to the United States. The West Indian chambers of commerce propose to begin an agitation for a confederation. ,
