WAR ENDED BY MANDATE.
PRESIDENT AND TREATY. Australian and N.Z. Cable Association. (Reed. 10 p.m.) NEW YORK. S«pt. 24. The Pekin correspondent of the New York Times states that the Chinese Parliament, having agreed that the state of war between China and Germany should be ended, a Presidential mandate has been issued which reads: "Although owing to our disapproval of the clauses relating to Shantung, we refused to sign the peace treaty with Germany, yet we recognise all other articles of the treaty, and that the state of war between China and Germany is ended. We shall consequently regard ourselves in the same position as our allies."
General Tuan Chijui, the former Premier, who was responsible for China's declaration of war, has received the Grand Order of Merit.
