SENATE RESERVATIONS.
TANTAMOUNT TO REJECTION

In a speech at Cheyenne, Wyoming, Mr. Wilson said that the reservation to Article 10 of the League of Nations Covenant proposed h the Senate, was tantamount to a rejection of the covenant, for it meait a refusal to carry the same responsibility as other members of t& league. " Article 10," said Mr. Wij- ■ son, " cuts the heart out of all war& '' I shall be obliged as the chief exectr i tive of the United States to regari the proposed reservation to Articli i 10, if adopted by the Senate, as i rejection of the Versailles Treaty! This will mean the isolation of Geri many and the United States. The! rejection of the treaty will necessitate the negotiating of a,, separate 1 treaty with Germany. It will simply mean the United States going hat in hand to Weimar and asking the acceptance of a separate peace."
REPUBLICAN FEARS. OUTVOTING BY BRITAIN. A. and X.Z. WASHINGTON. Sept. 24. Mr. New, in the Senate debate, said that Mr. Wilson was misleading Americans when he stated that the British Dominions could not outvote the United States in disputes in which the United States was not directly concerned. Under Article 15 of the League of Nations Covenant a majority vote was permitted. Mr. Wilson was not attempting to seriously discuss this question.
