COPENHAGEN, Sept. 18. /.t a conference at Riga Lettish, Esthonian, and Lithuanian statesmen accepted Lenin's offer to initiate peace negotiations. The decision aroused much dissent and some disorder. ESTHONIA'S INDEPENDENCE RECOGNITION OFFERED. A. and N.Z. STOCKHOLM. Sept. 18. The peace negotiations between the Esthonian Government and the Russian Soviet Government commenced on Monday, the delegates dealing with the regulation of the frontier and commercial relations with Russia. The Soviet Government offers to recognise the independence of Esthonia. The Bolshevik newspaper Izvestia states that the Esthonians must give in, despite allied efforts to force them to continue the war by threatening to stop food transport. j
