JAPAN AND THE TREATY.
EARLY RATIFICATION. Australian and N.Z. Cable Association. (Becd. 1 a,m.) NEW YORK, Sept. 18. The Washington correspondent of the New York Times states that information has been received from Tokio that Japan will ratify the Versailles Treaty at the end of September. It is understood that Japan will not specify the date of the return of Shantung to China until China enters into a private agreement with Japan.
