BEGINNING AT THE TOP. A. and N.Z. LONDON. Sept. 15. Mr. C. A. McCurdy, chairman of the Committee on Trusts, addressing a conference at Northampton to mark the commencement of operations under the Profiteering Act, drew attention to the world-wide existence of profiteering. He said the Food Ministry intended to begin investigations at the top, concurrently with proceedings against the small man, because, in the case of high prices, there might be a powerful trade organisation of which the public knew nothing. Mr. McCurdy said that the first object in administering the Act would be to protect the public, but the Ministry would not hesitate to utilise the criminal courts.
