CHANGES AND PROMOTIONS. NEW NATIONS RECOGNISED. Renter. LONDON, Sept. 4. Diplomatic appointments are announced as follows: — Sir Esme Howard, Minister Plenipotentiary to Sweden, becomes Ambassador at Madrid. Sir Charles Young, Minister to Honduras, has been appointed Minister to Servia. Sir Ronald Graham, Assistant-Under-Secretary for Foreign Affairs, becomes Minister to Holland. Sir Horace Rumbold, Minister to Switzerland, becomes Minister to Poland. The Hon. Theophilus Russell, Diplomatic Secretary to the Secretary of Foreign Affairs, becomes Minister to Switzerland. Mr. Colville Barclay, counsellor of the British Embassy at Washington, becomes Minister to Sweden. Lord Acton, Consul-General at Zurich, becomes Minister to Finland. Sir George Russell Clark, counsellor of the British Embassy at Constantionple, becomes Minister to Czecho-Slovakia.
