NEW STATE PROPOSED. ITALIAN SUGGESTION. MISSION TO BRITAIN. By Telegraph—Press Association—Copyright. (Received 12.5 a.m.) A. and N.Z. LONDON, Sept. 3. The Excelsior states that Signor Tittoni, the Italian Foreign Minister, is visiting Mr. Lloyd George, with the object of obtaining Britain's approval of the establishment of a buffer State, comprising Fiume, Istria, and Dalmatia. France and Italy are stated to have already agreed to this proposal.
