Hoover, American Food Administrator in Europe, says that the high cost of living is largely due to intense speculation, food dealers in America and elsewhere cornering foodstuffs in order to make large profits owing to the anticipated demands from Germany, Austria, Hun- ■ gary, and other European Powers. Large stocks accumulated in EuroI pean ports were now in danger of ' spoiling owing to inability of the potential purchasers to obtain credit.
