EMPIRE'S OCEAN HIGHWAYS. Times. LONDON, Sept. 2. The Times, ; n a leader, says. " Lord Fisher's letter rightly declaims against the gross extravagance in the navy, but it is somewhat misleading, because the 1919 Estimates are not permanent, and already ruthless cutting down has begun."
The leader declares that the British Empire .s an association of States whose highways are ocean highways. Tne Navy's peace problems involve sea power in the Pacific and the development of Che naval forces of the Dominions, which it is inadvisable to discuss pending Lord Jellicoe's report. The destruction of the German fleet is not the end for the navy.
