SIR PERCY SCOTT'S VIEWS. By Tciesraph— Press Association Copyright (Received 11.30 p.m.) A. end N.Z. LONDON. Sept. 2. Lord Fisher's letter to the Times has aroused a storm of controversy. It is agreed on all hands that great economies are necessary, but that the Government should proceed cautiously before the Empire's naval strength is impaired. Commander Bel lairs points out that a gno<! deal of needless expenditure originated in Lord Fisher's policies. Hg adds that the situation which demanded a change from the Atlantic and Mediterranean outlook to the North Sea outlook is now finished.
Sir Percy Scott emphasises that the day of the £3,000,000 battleship is over, and that the money could be used to better advantage in the Air Service, which must now be considered as a striking force of farreaching capabilities. The Government's present indecision, says Sir Percy Scott, has precluded a judicious reduction of expenditure on naval administration. The Government should prepare practical schemes with careful regard to efficiency and economy.
