THE BELGIAN ELECTIONS.
Belgian soldiers absent in foreign countries are to be permitted to exercise the franchise at the forthcoming elections in Belgium. The Consul for Belgium, Mr 'A M. Ferguson, has received from the Belgian Foreign Office a copy of the regulations under which the franchise may be exercised.
