Mr. An sell, Acting-Judge Advocate General of the United States Army, gave evidence before the Seriate Military Committee that Mr. X. D. Baker, Secretary of War, and other members of the War Council, established a propaganda bureau flaring the war for the purpose of misleading the Press and Congress regarding injustices perpetrated by The military justice system in the American Army.
