(b) That no sufficient effort , as been made to differentiate between j officers on the ground of superior anility . or lack of ability, (c) That the guarantee , 3 of a minimum salary after the completion j of the training period of five years {vac- j elusive of the telegraph messenger ser- , vice) has not been given effect to. {&) , That the consequential effect of the failure to embody the principle of this guarantee , has been to leave officers with a consider- . able length of service beyond the messenfer stage in a position where they cannot , o justice to the needs of their dependants, '. should they be married, or to assume the full rights of manhood and set up homes for themselves should they be single, (e) That maay officers in the general division, with a shorter service and performing '' ! lower grade duties, "have Been allotted ■ better salaries than division offi- < cers of longer service, who are performing i efficiently higher grade duties."
