The Journal states that the Economic Council is considering rival proposals, the first demanding the protection of industry enabling the country to overcome the transition period difficulties, and the second j urging free trade, as the circum- I stances necessitate the country being ' flooded with goods. It is understood that M. Clemenceau favours the latter proposition.
