NEW YORK. Mar. 3.

The Berlin correspondent of the New York World states that a proletariat revolution is about to start. The Government knows it, but is unwilling to begin using machineguns, because it is unwilling to start the flow of blood.

Officials are convinced that Germany will be washed with blood when violence begins. The Independent Socialists and Communists are whipping their followers into a frenzy against the Government. More than 100,000 workers in Berlin are preparing to strike on March 5 for the purpose of establishing a proletariat dictatorship. The correspondent adds that authentic reports , say that a Bolshevik army is preparing to attack the eastern border of Germany.

The Berlin correspondent of the United Press says that the German Government has issued a proclamation recognising the social and economic control of industries by the Workmen's Councils, but the workmen are dissatisfied with this half-way measure and threaten a universal strike within a week. The proclamation adds that further disorders will bo stringently punished. • The Berlin correspondent of the Chicago Daily News says that a great demonstration attended the welcome of German troops returning from East Africa. Large throngs sang " Deutschland über Alios," and demanded that the American soldiers be thrown out of the city-
