PENALTY FOR INCITING . STRIKES.

WELLINGTON. Thursday.
The Now Zealand Employers' Federation, at its annual conference, passed the following resolution!! :—
" That a clause be inserted in the Industrial Conciliation and Arbitration Act, providing that ' any secretary or officer of a union who takes action that leads to a strike of members of a union without the union having authorised such action, shall be liable to a penalty, and shall be disqualified from holding office in such union for a stipuJated period." "That this meeting is opposed to the principle of allowing apprentices time off during working hours to attend technical schools at the expense of employers, but strongly approves of the principle of encouraging technical study by granting increased payment to any apprentice qualifying at the prescribed examinations." The meeting also decided to communicate with the Minister for Defence suggesting that territorial camps be discontinued this;year in 'consequence of disoigani6ation of trade owing to the epi- < demic ; and fisher causes. _ ■,/ "■ ; j i i
