Mr. A. J. Balfour telegraphed to Mr. Robert Lansing, Secretary of State, thanking the United States for the message of greetings on tho fourth anniversary of the war, and adding: "The naval and military forces of tho freedom-loving American people, added to thoso of the Allies, give full assurance of ultimate victory."
