TOO FEW MAGISTRATES.
APPOINTMENTS PENDING. ANNOUNCEMENT THIS MONTH. [BY TELEr.RAPH.--raESS ASSOCIATION.] WELLINGTON, Thursday. _ Preparations for important changes in the magistracy are nearly complete, and it is anticipated that the Minister for Justice will mako an announcement by the end of the month. The vacancy caused by the death of Mr. W. Kerr will be filled within the next few days. The complement of magistrates was made two short by the retirement of Mr. C. C. Kettle and the death of Mr. Kerr, but the actual shortage is extended by -ppointments of other magistrates as chairmen of military service boards ana as commissioners. At least six magistrates have been diverted from their ordinary duties by the military service boards, and two others have been engaged as commissioners. Another factor is that the curtailment of the railway services has reduced the area to which a magistrate can attend in a given time. The shortage has caused considerable inconvenience.
