THE UPPER HARBOUR.
CONTROL OP THE FORESHORE. The Waitcraata County Council yesterday resolved to oppose the Harbour Board's movement to obtain completo control of the foreshore in the upper roaches of the harbour. The county chairman* Mr. H. Aitkenhead, said ho thought it would bo a matter for regret if the board obtained control of the waterways and inlets. Mr. W. H. Hart said the board would then bo able to mako anyono pay dues for landing material at the wharves or on the beaches. Mr. T. Foley, who was the only.,dissentient to the resolution, said improvement had resulted to the other parts of the harbour through their being entirely under the board's control so it was not probable that the upper reaches would be detrimentally affected by boing under the administration of the board only. Mr. W. Oliphant said he thought the other local bodies concerned in the matter should bo asked to endorso the council's opposition to the board's proposal.
