EXEMPTION CERTIFICATES.
Sir,— decision given at Blenheim by Mr. Evans, S.M., that where the Defence Minister gives an exemption certificate the Appeal Board must accept it unless evidence to the contrary was produced, opens up rather an interesting and peculiar position. We have had the Defence Minister stating that hi» exemption certificate did not finally and totally give exemp-, tion; the latter only could be given by the Appeal Board. The question now before the people is, How many officers of the Defence Department will have .independence enough to endeavour to prove that the exemption certificate issued by their superior officer should be set aside ? G.
