HINDENBURG PRACTICALLY DICTATOR IN GERMANY.
POWERFUL MEASURE OF CONTROL OVER THE NAVY. CHANNEL RAID ATTRIBUTED TO THE NEW REGIME. Australia and NZ. Cable. (Received 8.13 p.m.) LONDON, Oct. 27. The German raid on the Channel service has recalled the fact that fresh German naval measures have been anticipated since Hindenburg assumed the military command. It was asserted that he would not allow the fleet to remain inactive, but declared 'it must attempt to assist appreciably the German armies. There is good reason to believe he would insist on efforts being made to harass the Channel transport service. It is noteworthy that the Italian press to-day announces a German report that Hindenburg's powers have been further extended by the inclusion of a powerful measure of control over the navy in order to ensure co-ordination of the services. Thus Hindenburg has been elevated to an unprecedented position. Hitherto only the Kaiser has combined high naval and military authority.
