The Kaiser is hurrying to and from the various fronts in a veritable frenzy of agitation owing to the allies' simultaneous offensive. The Imperial train has been in constant motion since the end of June. Hasty war councils have been held at various points. German attempts to bully Switzerland into selling Germany vast stores of cotton have failed.
